Hon. Marlyn Primicias-Agabas advocate entrepreneurship among unemployed men and women. To make this possible, she offered a scholarship program through TESDA among her constituents. From February – April 2010, 21 recipients took the Computer Literary Program and 25 others received training on Food Processing NC II. On October 9, 2010 they held their graduation ceremony at the chapel of CLSF, Rosales with no less than the Hon. Marlyn agabas and Hon. Francisco B. Jucar represented by Joselito Sardena of TESDA-Pangasinan as Guest of Honor and Speaker. TESDA Certificates of Completion were distributed to all the graduates.
Mr. Sardenas encouraged more people to get themselves take advantage on offered
courses in food processing, bamboo furniture-making, masonry, mushroom-raising and other TESDA offered technical opportunities. He said, “Our skills must be worth sharing. If you are now using (what you’ve learnt previously) it today, review it, para huwag kalawangin.”
Peter Malana, a TESDA recipient said, “I only used to stare on computer before but with the help of TESDA and ex-Vice Governor Agabas, I became computer –literate and can operate it now. To CLSF, I laud their cooperation because pati office nila’t mga computers, pinagamit nila.”
Gideon Martinez, out-of-school youth said, “Pasalamat ako sa Panginoon for the computer literacy program. Thanks too to Hon. Marlyn Agabas. Now, I know how to use the mouse. I want to learn more. At first mahirap, my pastor encouraged me and said “Tiaga lang. Thanks ki pastor para kasing siya ang tatay namin dito.”
Ton-ton, a 16-year old said. “Ayos ah. Dati pinilit lang ako but when I started the longganisa-making and pineapple-jam making, nag enjoy ako. Malaking tulong itop kasi am taking up HRM now. At my age, swerte etong TESDA, plus certificate, importante eto. Thanks sa mga nag-organize nito.”
Vanessa Valenton, “I merely enjoy eating longganisa before. Pag kinain mo eto, madali pero mahirap palang gumawa nito. At 3pm, we haven’t taken our lunch yet because we’re not through yet in longganisa-making. Eh pag pinag hirapan mo, masarap palang kainin. Dapat Ituro ko sa mga estudiante yan. So tinuro ko sa mga 1st year and 2nd year students last Friday. All force sila. Then, I taught them tocino-making too. What I learnt, I taught to others also.”
Nanay Eling said, “Senior citizen na ako but this did not stop me to take TESDA training” 
Noel Corral was grateful to Tesda and Mdm. Agabas for the computer literacy program he availed : from Microsoft word to Excel and filing. “A big help to our work,” he said.
Mrs. Villa dela Cruz who enrolled in food-processing thought it was only hindrance to her sari-sari store business. Later, she found out that salted-egg making through TESDA is more better than buying outside and retailing them. Her salted-eggs finally became a by-word in her neighbourhood that many started placing their order. Hon. Marlyn-Primicias Agabas, who was then the Vice-Governor when she offered this rare opportunity said during the TESDA Graduation Ceremony, “... part of my gratitude is to Pastor Kho and his fellow brethren who extended this TESDA scholarship to others as well. Whatever program I have, I see to it that it goes to my constituents. Am trying to discuss with Pastor Kho not only with TESDA opportunities but also Philheath. There is also a livelihood program for a group of 24 members. If one can avail of P5,000 per head and you have 50 members, that P250,000 loan, enough to start a business of your own. Don’t you know there is basket-making out from water-lily? ... We pray order and success in the coming barangay election. I hope it to be a barangay election na walang kuwartahan. Congratulations to the graduates.”
